Translation tip: 'Fob off', though a shade strong, usually works well with 'cubrir el expediente' but it has to have a direct object, normally placed between fob and off. To translate the example of 'cubrir el expediente' given here one would have to invent an object, for example: "To fob the opposition off ... ". That said, in this particular case, coming as it does at the beginning of the sentence, "To fob off the opposition, ..." would also do. Better beat, in fact.
